Texas front loads the cost. Filing a Certificate of Formation costs $300, which is one of the higher opening fees in the country. After that most small LLCs owe no annual state fee at all.
There is still a yearly obligation. Every LLC files a franchise tax report and a public information report with the Comptroller. Below the no tax due revenue threshold the filing costs nothing, but skipping it puts the company out of good standing.

The quirk worth knowing
The zero cost report lulls owners into ignoring it. Miss enough filings and the entity forfeits its right to do business, which is fixable but slow and annoying at the worst moment, usually when a bank or a customer asks for proof of good standing.
Who Texas suits
Anyone planning to trade for years. The $300 is painful once and then the running cost is close to zero, so total cost over five years is far lower than states with a real annual fee.
